Some foreign high school exchange students may be approved by the State LIHEAP administrator as members of their host U.S. family, depending upon the nature of the agreement between the U.S. host family and the student exchange program.
Factors taken into consideration include, but are not limited to, the amount of reimbursement, if any, for shelter and board costs, and the obligations of the host family as stated in the agreement.
